ADVERTISEMENT FOR BIDS
Separate sealed bids for the Lewiston-Nez Perce County Regional Airport Southside Industrial Airpark will be received by the Owner at the office of Central Purchasing located at City Hall, 1134 F Street, PO Box 617, Lewiston, ID 83501 until 2:00 pm local time on November 12, 2009, December 10, 2009, January 14, 2010, and then at said office publicly opened and read aloud.
The project involves, but is not limited to, excavation (378,200 CY), topsoiling (48,000 CY), traffic control (1 LS), fencing (4720 LF), 16” water line (363 LF), 12” water line (5255 LF), 6” water line (1873 LF), 8” gravity sewer line (2489 LF), 4” pressure sewer line (2060 LF), lift station installation (1 LS), and plant mix pavement (1000 TON). It is the intent of these documents to describe the work required to complete this project in sufficient detail to secure comparable bids. All parts or work not specifically mentioned which are necessary in order to provide a complete installation shall be included in the bid and shall conform to all Local, State and Federal requirements.
The work performed under this contract shall be complete in its entirety 180 working days after Notice to Proceed.
This project is funded in part by a federal grant issued by the Economic Development Administration (EDA).

Paper copies of these documents may be purchased for $50.00 (non-refundable) for each set. A $15.00 shipping charge, non-refundable, will be assessed on all mailed plans for standard USPS shipping.
A non-mandatory Pre-Bid Conference will be held at 2:00 pm on October 29, 2009 at City Hall, Lewiston, Idaho.
There are Federal funds utilized in this project.
The proposed contract is under and subject to Executive Order 11246 of September 24, 1965 and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions.
All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor. Each Bidder must supply all the information required by the Bid Documents and Specifications.
Each Bidder must complete, sign and furnish with his Bid a "Certification of Nonsegregated Facilities" and a statement entitled "Bidder's Statement on Previous Contracts Subject to EEO Clause," as contained in the Bid Proposal.
A Contractor having fifty (50) or more employees and his subcontractors having fifty (50) or more employees and who may be awarded a subcontract of $50,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the Special Provisions.
Where the Bid of the apparent low responsible Bidder is in the amount of $1 million or more, the Bidder and his known first-tier subcontracts which will be awarded subcontracts of $1 million or more will be subject to full, on-site, pre-award equal opportunity compliance reviews before the award of the Contract for the purpose of determining whether the Bidder or his subcontractors are able to comply with the provisions of the equal opportunity clause.
Disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the ground of race, color, sex, or national origin in consideration for an award of any contract entered into pursuant to this advertisement.
Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards of requirements for the employment of minorities.
The EEO requirements, labor provisions and wage rates are included in the Specifications and Bid Documents and are available for inspection at the Engineer's office.
In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the bid package. The Owner will also consider whether the bidder is a responsible bidder.
Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the bidder's qualifications.

Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers check, or cash in the amount of 5% of the amount of the bid proposal. Said bid security shall be forfeited to the City of Lewiston and Nez Perce County as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders.
City of Lewiston and Nez Perce County reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of the City of Lewiston and Nez Perce County.
